The Cobb Tuning 1.3 Bar Radiator Cap replaces the usual 1.1 bar OE radiator cap. The higher pressure increases the effective boiling temperature of coolant in the system, allowing the cooling system to absorb more heat. Thanks to science, the increased pressure allows the coolants temperature to go up about 10 degrees (over the OE cap) before the coolant fluid boils, this makes head gasket failure less likely.

Remember, by simply replacing the Radiator Cap for one that has a higher pressure you can expect some cooling efficiency to improve. But it is not a solution for systems requiring high capacity radiators or varying specs of coolant mixtures.
